苏维埃联盟作为1936开局的七个主要国家之一，拥有独特的国策树。在1.11.x版本的免费更新中，苏联国策树得到了内容重制，并在No Step BackDLC中得到了扩展。若特定DLC未启用，则只有部分国策线可用。

苏维埃联盟国策树包含7条主线和9个分支，其中坚持马克思列宁主义线拥有7个分支。
