全球紧张度在100%

全球紧张度（World Tension）表示全球现存国家的恐惧与焦虑，其数值介于 0% 和 100% 之间。总全球紧张度可以超过 100% 但并不会带来任何额外效果，溢出的部分仅仅可以在抵消某些降低全球紧张度的加成时起作用。

全球紧张度的等级对游戏有着诸多影响，尤其是它会禁用或开启某些决议、国策或一些其他内容。其图标为一团火焰吞噬地球的样式，火焰越高则当前全球紧张度水平越高。通常来说，全球紧张度越高，越倾向于采取战争行动。

影响全球紧张度的因素

增加全球紧张度

以下行为会增加全球紧张度：

• 宣战
• 建立傀儡国、卫星国，吞并国家，获取领土（尤其是在没有宣称时）
• 派遣志愿军
• 加入 阵营
• 正当化战争目标
• 移除 独立保证
• 某些 国策 和 事件
• 和平协议 获得领土

减少全球紧张度

以下行为会减少全球紧张度：

• 随时间减少
• 和平协议
• 一份 民主国家给予的独立保证
• 民主国家加入民主阵营

随时间衰减

世界紧张度由不同的事件带来的影响的正负之和决定，事件间相互独立并随时间衰减，每个事件都每月减少 0.1 直到减少至0为止。 举例说明，如果当前世界紧张度列表如下所示：

• 2% 德国索要苏台德
• 16.7% 瓦伦西亚条约终结西班牙内战
• -1.4% 意大利与埃塞俄比亚缔结和平条约
• 0.6% 莱茵兰再武装
• 合计：17.9%

在下个月，全球紧张度列表将如下所示：

• 1.9% 德国索要苏台德

效果

在100%全球紧张度时，正当化战争目标的时间与花费将会减少 50%。

美国

With the 1.6 "ironclad" patch, the USA do not have hard world tension thresholds for national focuses. However, the Two Ocean Navy Act and Selective Training Act require higher support in Congress if world tension is lower than 50%.
