苏维埃联盟的国旗 苏维埃联盟作为1936开局的七个主要国家之一，拥有独特的国策树。在1.11.x版本的免费更新中，苏联国策树得到了内容重制，并在寸步不退DLC中得到了扩展。在该DLC中，加入了中立主义君主主义/法西斯主义法西斯主义分支，以及一条 共产主义布哈林主义非历史分支。

苏维埃联盟国策树包含7条主线和9个分支，其中马克思-列宁主义道路线拥有7个分支。

重视基建/重工业线
工业国策树允许国家在大战前和大战后实施和改进Idea SOV third five year plan.png 五年计划，加强基础设施建设，扩大工业规模和资源开发，获得科研加成，最终建立经互会。
跨过北极的航班线
空军国策线允许对Soviet Airforce 苏维埃空军进行改革，获得科研加成和空军经验。
扩建红海军线
海军国策线将增加海岸防御基础设施建设，允许对The Red Fleet 红海军进行改革，获得科研加成和海军经验。
建立国防工业人民委员部（PCDI）线
这部分陆军国策将添加民族精神Defense Industry 国防工业，并随着玩家继续点国策给予对火炮和坦克的加成。
  • 军事工程学院分支
该分支将在战略防御位置建设堡垒，并将工业转移到乌拉尔山脉。

  • 中间派分支

The second Five Year Plan prioritizes the development of heavy industry. The Soviet Union must develop quickly in order to match the Capitalist and Fascist powers of the West.

The five-year plans of the Soviet regime prioritized the intensive industrialization of the country over everything else, to the point that it has become one of the greatest symbols of Bolshevik oppression. We must eradicate this project and draw up a new national plan for industrialization.

Our First Five year plan proved to be too successful. The massive expansion in heavy industry has left the Soviet Union in a much stronger position to defend herself but the soviet railway network has hit some critical bottlenecks. The People's Commissariat of Railways (NKPS) has an ambitious plan to close these bottlenecks and ensure that we can defend the motherland.

    NKVD, The People's Commissariat for Internal Affairs was a law enforcement agency of the Soviet Union that directly executed the rule of power of the All Union Communist Party. It was also tasked with protection of Soviet borders and espionage, which included political assassinations abroad, influencing foreign governments and enforcing Stalinist policy within communist movements in other countries.
    		The military has shown that it can never be trusted. Therefore, the NKVD will need to be expanded and given greater powers, with more political commissars to keep an eye on the officers.
