西北三马（Xibei San Ma）是一个位于中国西北部的军阀集团。它与南部的 
中华民国，西部的 新疆，北部的 
蒙古，东部的 
中共和 晋系接壤。其领土相当辽阔，拥有近1200万居住在山区和沙漠（多数居住在戈壁滩）之中的核心人口，且资源十分有限。三马与 晋系、 滇系、 桂系及 新疆并立于军阀派系之林。
历史背景
马家的军阀们都曾是国民党军队中的将领，直到人民解放军解放全中国之前，他们仍然坐拥整个中国大陆。马家帮最初由在清军中服役的回民将军们所创立，其最为出众的是在义和团运动期间奋力反抗外国侵略的甘军。
这股势力又被他们后两代的子孙所延续壮大。
在抗战期间，马家军曾与日军交战。后来三马之一的马步芳奉国民政府之命于40年代入侵 新疆，逼迫亲苏的新疆军阀盛世才退位并协助国民党遣散了新疆军。在伊犁叛乱期间，马家军也和东突厥斯坦第二共和国的势力发生了冲突。

西北三马 shares a national focus tree with 晋系, 桂系, 滇系 and 新疆. It may inherit the 中华民国 or 中共 Chinese focus trees.
军阀的国策树可被划分为两个大分支和三个子分支：
- 稳定内政线
- 此条分支将为军阀解锁政治类国策。
- 亲国民党支线
- 此支线将允许军阀倒向 中华民国。这将会使Chinese national focus tree取代当前的通用国策树。
- 亲共产党支线
- 此支线将允许军阀倒向 中共且能够在
