Start building up your navy trough national focuses and army trough experience, Justify and declare war on Haiti so that you can steal it's economy for your own good, here comes the naval part, get a foothold in mainland-Latin America (Personally, i would take Costa Rica). Now you can continue to take Latin- and/or South America. Try to coup Argentina and Brazil in order to weaken and later take them.
