该分支在战前帮助西班牙共和建立对 西班牙国的军事优势。相较于 西班牙国的战前准备，这些国策耗时相对较长，所以玩家需尽可能延缓内战爆发直至所有国策完成（最后一个国策的完成将直接导致内战）。
