This Achievement requires 中共 to conquer all of File:China.png 中华民国 starting territory. This does not include cores owned by European countries or the warlords.
Strategy
Go straight to Exploit the Weak Neighbours focus in order to annex File:Shanxi.png 晋系 and File:Xibei San Ma.png 西北三马. Once the focus is complete, Declare on File:Shanxi.png 晋系. As soon as you do, justify on File:Sinkiang.png 新疆. Justify on File:Tibet.png 西藏 if desired. Once File:Shanxi.png 晋系 capitulates, declare onFile:Xibei San Ma.png 西北三马. They will not have any men on the northern border so encircle them there. Improve relations with the 
苏维埃联盟 and build 2+ Land forts on the border of File:Mengkukuo.png 蒙古国. Once File:Xibei San Ma.png 西北三马 capitulates, join the Comintern. This is so that File:Sinkiang.png 新疆 does not have a chance to join the Comintern when at war with them. Declare war on File:Sinkiang.png 新疆 when ready. Do File:Tibet.png 西藏 if possible. Do not call your allies.
Once File:Sinkiang.png 新疆 capitulates, leave the Comintern. If done fast enough, this will all be before File:Japan.png 日本 declares war. Place as much troops as possible on the File:Mengkukuo.png 蒙古国 border. Once File:Japan.png 日本 declares war on File:China.png 中华民国, Join their faction and the war.File:Mengkukuo.png 蒙古国 may not be well defended. Push there quickly as far as possible before the File:Japan.png 日本 place their troops. The rest will rely on China's strength and competency. It is unnecessary to place men on the Chinese-Japanese border right now. Build a lot of divisions. the 6 infantry division template is fine, but it is a good idea to have a separate one with 2 Artillery 7 Infantry. Push toFile:Manchukuo.png 满洲国 from your border in order to take the land instead of China. Add land forts on your border with File:China.png 中华民国 just in case. During this time, the File:China.png 中华民国 may be losing a lot of land. Help them where necessary. If any File:Japan.png 日本 are in your territory or bordering it, push them out there. File:China.png 中华民国 may not capitulate even if Chongqing falls. If they capitulate, you lose the war because you are not a major power. The main focus however, is to push the Japanese out of Manchuria. Take the 100 Regiments Campaign in order to get better attack against the File:Japan.png 日本. Remember to take Agrarian Socialism so that Mao would stay your leader. Attack weak points and encircle the Japanese. Once at Manchuria, the File:China.png 中华民国 would be pushing the File:Japan.png 日本 back in the south. Leave them alone for now so that the File:China.png 中华民国 gets a bit more weaker for the next war. Instead push the File:Japan.png 日本 out of Korea and the north. Once Japan is out of the north, Help the File:China.png 中华民国 and push the File:Japan.png 日本 out of China in the south.
Now is a good time to take the focus infiltration. Once you think the war is nearly won, with a few medium sized File:Japan.png 日本 patches, pause, delete a unit and take an infiltration decision. This will take 60 days. Remove the File:Japan.png 日本 patches during that time. As you do that, get divisions ready for the war with File:China.png 中华民国. When File:China.png 中华民国 white peaces the Japanese, if done correctly, You will take Manchuria and File:Mengkukuo.png 蒙古国. Place divisions there. After the 60 days take the infiltration decision that gets you to war with China. It will take another 60 days. When you are at war with File:China.png 中华民国, push quickly until their divisions are met then stall a bit while pushing not as quickly. This is also a good time to take File:Tibet.png 西藏, 
尼泊尔, and 
不丹 as they will join the Chinese United Front because they are non-aligned. 
阿富汗, 
伊朗 and the rest of the middle east is good too if desired. However, 阿富汗 may be difficult because of the thin mountain border. Justify on 2 of them at a time. Be aware that they might join the Allies instead. When desired, capitulate and annex all of File:China.png 中华民国.
