Panda-monium is an achievement that requires the player to play a Chinese Warlord and be at war with Nationalist China, Communist China and all other warlords. 
唤醒勇虎 is required because without it, all Chinese Warlords will be annexed by Nationalist China or Communist China by the start of the war with Japan.
As Sinkiang
新疆 starts the game industrially and militarily weak compared to the other warlords. However, because Sinkiang starts out with Communism, it may join the Comintern, which allows the 
苏维埃联盟 to be called into any war. To increase industrial power to better defend the country, it is suggested to follow the opposition path of the National focus tree. This way, Sinkiang may take the states owned by other warlords via the border conflict mechanic. However, it is important to leave at least one state to each warlord because of the achievement requirements.
As soon as all of the Chinese nations join the Chinese United Front, justify a wargoal on one of them. As soon as the Japanese declare war against the Chinese faction and all of the members join that war, declare war against them as well. Some of the warlords may not join the defensive war against the player. Justify against them if that happens. This may push the warlords to join the war before the justification is complete. The player may need to declare a war against Japan so that the Chinese would not capitulate too quickly. The player may ask the Soviets to join the war. This will create a new front in the north of 
满洲国. If 
日本 capitulates 
中华民国, restart the game. This is because the Japanese will take all territory from the warlords making them out of the game. thus making the achievement impossible.
