The Shanxi clique was one of several military factions that split off from the Beiyang Army during China's warlord era after the Xinhai Revolution in 1911. The clique was led by General Yan Xishan, which preferred neutrality in the wars between various warring factions in 中华民国, Yan was in favour of the use of westernization to preserve Chinese tradition, he also implemented various economical and social reforms, earning his nickname of the Model Governor.
In 1928 Chiang Kai-shek rises through power in the Kuomintang and launches the Northern Expedition, defeating various warlords and partially unifying China. In an attempt to restore the balance of power, Yan Xishan together with several other warlords (specifically
滇系, Beyiang Clique and the
桂系) launched the Central Plains War but were defeated. The clique joined the Chinese United Front, and they were significantly weakened by the Japanese invasion which occupied most of their base province. After the war, Yan Xishan was unable to defend his province which fell to the Communists in 1949. Having him escaping to Taiwan along with the rest of the Kuomintang
晋系 shares a national focus tree with
西北三马,
桂系,
滇系 and
新疆. It may inherit the
中华民国 or
中共 Chinese focus trees.

Shanxi begins with just two divisions, each with four infantry battalions and no support brigades. They have a respectable 197.72k manpower with Volunteer Only conscription law. Shanxi has no aircraft and does not have a navy, since it is landlocked.
Playing Shanxi Without the Waking the Tiger DLC Enabled
Shanxi's industry is not the worst in the world, but with only three civilian factories and two military, and no resources, it is imperative to get more. The quickest way is to rush the Industrial Effort tree, yielding you 4 civilian factories and 3 military factories along with an additional research slot. The extra research slot is not as important as Armament Effort III - with your level of industry, research in tanks or aeroplanes is a waste of time. Go for doctrines instead - either Grand Battleplan or Mass Assault, since your manpower is far better than your industry. You will want to reserve a civilian factory to trade for steel, and later a second for aluminium. Since you have nothing to export, the Free Trade law is an obvious choice, giving bonuses to factories, construction and research. When you research new models of infantry equipment, keep producing the old ones until your needs are met, because production efficiency will go down and also the old models are cheaper. It is better to be at full strength with outdated equipment than under strength with the newest and best.
If you instead want to be conservative with your manpower and play defensively, then it is possible to go for a Grande Batterie strategy by outfitting your military with Artillery. Allocate some military factories to producing Artillery and adopt the Superior Firepower doctrine to go along with your guns. Constructing Artillery is a lot costlier than simply putting a rifle in the hands of every man but you will benefit from a greatly increased Soft attack value in addition to gaining a small increase in Hard Attack stats, a valuable asset against Japanese Tanks and Trucks.
Shanxi also has access to a Military High Command member: Min Lang Tung Tin (Artillery (Genius): who grants a +20% boost to Artillery attack and a +15% boost to Artillery defense which synergizes very well with an Artillery-Heavy army.
Because of how costly Artillery is, it is recommended that you initially place your Artillery guns into a support role and only convert them into Line Artillery once you have a steady production line going and enough supplies to allow it. Support Artillery is less powerful than Line Artillery but requires less guns to be supplied, Line Artillery on the other hand requires more guns to supply, making it costlier but it is a lot more powerful than Support Artillery.
Once you have mastered Regular Artillery and acquired enough industry for it, you can (if you have the resources to do it, otherwise, do not do it) expand your arsenal to incorporate Anti-Tank- and Anti-Air Artillery as Support Units and later move them into the line as well, allowing you to counter tanks, trucks and planes.
Focus all efforts on building up the army. Do not bother adding support brigades at first, because you won't have the industrial capacity to keep up with the needed production of support equipment as well as weapons. You can add them later, but do not overextend yourself. A combat width of 10 is sufficient, given that you will need to cover quite a lot of land when fighting in China. Ignore the air force completely until your land needs are met. Fortifying the border towards Japan seems like an obvious choice but Shanxi's lack of industry makes this impossible to execute since you need your industry to build up and supply your military.
When Japan declares war, you will get an event from the 中华人民共和国 asking to either annex or puppet you. If you let them annex you, it will be game over, but you can also let them puppet you instead. This allows you to continue playing (albeit as a puppet) and brings you into the Chinese United Front faction with the two Chinas and turns you communist. In the war, concentrate on defending the border towards Japan and keeping your units at high strength. When you are ready to attack, focus on forcing
蒙古国 and
满洲国 to capitulate. Once the remaining Japanese forces are cleared up, you can then occupy Korea. If you have sufficient war participation, China will agree to hand over control of Korea if you ask, which gives you some more factories and a coastline which you can use to build naval dockyards. You can fast-track some by finally taking the Naval Effort focus. However, since you don't actually own Korea, you can't build ships, only convoys. To invade Japan you will need lots of fighters, either to enable paratroopers to drop or to get naval supremacy for a sea invasion.
