Recruitable population is a ratio that divides the population of states into available recruits and civilians. The ratio depends on laws and ideas of a country, the political situation of the respective states the country controls, and the mobilization speed. Changing conscription laws is the main way to control the ratio. Ignoring mobilization, the overall formula for a particular state is:

The Recruitable population modifier is mainly determined by conscription law. Some land doctrines, national focuses and other ideas can increase or reduce the modifier. Values stack additively.

Recruitable Population Factor refers to additional, nation-specific modifiers that are multiplicative with the recruitable percentage. These are usually penalties. For example, the USA gets -50% from its "Great Depression" national spirit until removed, so if it has Volunteer Only conscription law it will have an effective recruitable percentage of 0.75% (1.5% [from the law] * 50%).

Non-core states have a base penalty of -98%. This means that the manpower of countries comes almost entirely from their core states. The Prince of Terror advisor gives a +2% offset to recruitable non-core manpower, reducing the penalty to -96%.
Creating puppet states is a possibility to avoid this penalty, as the puppet will have full access to the manpower of its own cores.
Occupation

If a non-core state is occupied, a further penalty of -75% applies, which is mitigated by compliance: [math]\displaystyle{ \text {Manpower available} = 100% - 75% + 18% \cdot \text {Compliance level} }[/math]

Changes in the recruitable population modifier and recruitable population factor do not apply instantaneously. Instead the value drifts towards the new target according to the mobilization speed. The base mobilization speed is 0.01% per day. For example, at 50% war support it takes 250 days to fully shift from limited to extensive conscription. War support and some national spirits can modify the base value. The recruitable population ratio only changes in steps of 0.1%/day, so it takes between a week and a month before any new manpower becomes available, depending on mobilization speed.
