特工可以进行各种行动。 行动都需要至少一个特工来执行,有些需要不止一个(事实上,一些大型行动需要的特工数比非间谍主管允许的特工槽位数更多,使得间谍行动开展受限)。 执行间谍行动需要提前布置一定强度的情报网。

行动都需要准备才能执行,一般需要消耗已产装备、特工或随时间递增的工业产能。准备工作完成后行动将分多个阶段执行,一般都分就位infiltration干活performing the job干完溜号exfiltration3个阶段。

The success of the operations is depending on your operatives and their traits, your network strength in the Country and the general risk of the operation. Different Operations have different base classifications some are very likely to success and other are very risky. Plant False Intelligence has 0% risk but instead it has high prerequisites to become available. Infiltration, Making Resistance Contacts, Preparing a Collaboration Government and Rescue operations have a low risk of 10%. Capture Cipher, Stealing Blueprints, Strengthen Resistance and Sabotage operations have a medium Risk of 20%. Orchestrate Coup and Coordinated Strike have a high risk of 30%.

Operation phases

Each operation has 3 phases: an infiltration, an execution, and an exfiltration. Each of these phases are randomly chosen (with modifiers depending on technology, operative skills, and available equipment). Each random phase rolled requires different cost requirements. The sum of costs of these phases determines the total operation cost, unless the operation has already been conducted, at which point the operation cost can scale. Each Operation rolls from the same infiltration and exfiltration phases but execution phases are Operation specific.

The "Plant False Intelligence" Operation does not have Infiltration and Exfiltration phases, but rather a combination of 3 distinct Execution phases. The "Orchestrate Coup" and "Coordinated Strike" Operations do not have an Exfiltration Phase, but rather an additional Execution Phase.
