==历史背景==
自1830年获得独立以来，乌拉圭的19世纪和20世纪初一直以民主和稳定的政府为特征。在1933年3月31日，阿尔弗雷多·巴尔多米尔（Alfredo Baldomir）和路易斯·阿尔贝托·德埃雷拉（Luis Alberto de Herrera）领导的政党成功组织了政变，解散了议会并审查了新闻界。军政府的特点是专制，反自由和反共的情绪以及对轴心国的同情。
