==历史背景==
辛亥革命（1911–1912年）推翻了清朝，最后一批清军被驱逐出西藏后，中华民国为清朝的行动道歉，并提出恢复达赖喇嘛的头衔。达赖喇嘛拒绝任何中文头衔，并宣布自己为独立西藏的统治者。

1913年，西藏和蒙古缔结了一项相互承认的条约。在接下来的36年中，十三世达赖喇嘛和接任他的十四世达赖喇嘛统治着西藏。在这段时间里，西藏与中国的军阀作战，以控制长江上游的西康和青海（康巴和安多的一部分）的藏族地区。1914年，西藏政府与英国签署了《西姆拉条约》，将藏南地区（South Tibet）割让给了英属印度，中国历届政府均谴责该条约为非法条约。

1912年7月，民国政府设立管理蒙藏事务的中央机构——蒙藏事务局（1914年5月改称蒙藏院），并任命中央驻藏办事长官，直属国务总理，例行清朝驻藏大臣职权。1929年蒙藏院改制为蒙藏委员会。1940年4月，蒙藏委员会在拉萨设立驻藏办事处，作为中央政府在西藏的派出机构。第十四世达赖喇嘛本人的认定、坐床也是经当时中华民国国民政府批准的。

民国时期的大量档案记载证明，民国时期的历届国会、国家最高权力机关、全国性议事机构或历次国民大会，达赖喇嘛、西藏地方政府和班禅额尔德尼都派有代表参加，并被选举或委任各种国家公职，参与国家事务管理。

在1949年内战结束后，中华人民共和国逐渐控制了中国大陆的大部分地区，1951年5月23日，中央人民政府与西藏地方政府签订《中央人民政府和西藏地方政府关于和平解放西藏办法的协议》（通称《十七条协议》），西藏和平解放。

西藏和平解放后，十四世达赖喇嘛曾先后担任全国人大第一、二届副委员长，全国政协第一届委员、第二届常务委员，西藏自治区筹备委员会主任委员、委员等职务。

1957年以后，达赖喇嘛与西藏上层分裂势力互相呼应，支持由局部逐渐扩展至全面的武装叛乱，公开撕毁“十七条协议”。1959年3月17日，达赖喇嘛出逃印度。
